Nothing has to go under the table. This is what I think. Especially when, at the beyond organizational rules "formal" common sense seems to lose the 'orientation.
In Italy there is a law, Law 270/2005, that Calderoli, its creator, called the "bullshit law" that all 'article 9 provides that the tellers of the various polling stations to be appointed the City "... from among the names included in the register of scrutineers equal in number to that required ;...".
Basically it legislatively provided that the criteria by which point to the tellers on duty are the criteria, in our opinion, absolutely not based on patronage and parameters of merit and ability, but on a choice that has no rationale if not the knowledge of parental favoritism and the link. All this happens when common sense would suggest, however, to guide the selection of persons of low income and unemployment, although it can not be left today, as before, a random draw.
But, in a country like Teano where there are problems of unemployment, poverty and general social and financial hardship, a clear regression in the country compared with neighboring regions, was chosen, even at this 'last election, on people who, in most cases, perhaps almost entirely, did not need those 145 euro.
